From the Consulta the proposals to improve the Digital Agenda

Yesterday, 23 October, the Council of the Faculty of Engineering of Rome held the second meeting of the Permanent Consultation of Innovation, established by the Stati Generali dell'Innovazione Association and convened with the aim of collecting and sharing proposals for the definition of amendments to the Growth 2.0 decree on the subject of the Digital Agenda.

Present for the working groups of the Control Room of the Digital Agenda was Eng. Donzelli, coordinator of the egov/open data group, with whom a dialogue took place focused not only on the individual provisions but also on the general structure of the decree.
Among the various interventions, we underline those of Alfonso Fuggetta (CEO of CEFRIEL) who raised the issue of identifying "critical" databases, Agostino Quadrino (director of Garamond) who presented amendment proposals for the elimination of the adoption obligation of school textbooks, Carlo Infante (President of Urban Experience) who presented a proposal for a RAI commitment for digital literacy, exponents of Formez, Anci, Assinform, and a start-up who highlighted the themes of e-commerce and possible improvements in open data and start-up legislation; Nicola Guarino (CNR) and Alberto Marinelli (La Sapienza University) who studied the problems related to reuse and also the need for a dedicated body; Gianni Orlandi (La Sapienza University), Misha Missikoff (CNR) who focused on the theme of strategies and the vision of the system (which seems to be missing); Myriam Giangiacomo of AIF Lazio who explored the theme of participation through digital literacy.

On the wiki we continue to collect other proposals with the aim of being able to structure them within the week as a basis for parliamentary amendments.
Based on the contributions received so far, here is a first preview of the points that will probably be addressed in the amendments:

  1. Definition of a overall strategy (objectives and addresses on the entire Digital Agenda)
  2. Reduction of the number of envisaged implementing decrees
  3. Insertion of rules that deal with digital literacy issues (the mission of the school, RAI, assisted and multi-purpose centres) and the e-commerce (support for SMEs, extending the support measures envisaged only for start-ups)
  4. Establishment of a Consult multistakeholder and interdisciplinary
  5. Modification of the orientation on the development of infrastructures, favoring the approach of the "fiber of the citizens” identified as belonging to the condominiums
  6. Digital Administration (Obligation for the PA to have a plan for telework, Possibility that reporting on non-open data is allowed to anyone, rather than only "data subjects", Disambiguate the chapter of exceptions and of the possible licenses, also eliminating a reference to a guideline, Provide for the identification of critical databases)
  7. Possibility that the texts - not necessarily "books" - are created and not purchased. Eliminate the obligation to adopt textbooks from publishing houses
  8. Smart Communities (Insert or revise definitions of smart community and smart inclusion and clarify the scope of the PNCI, expand and clarify the composition of the technical committee, a body for the management of the reuse catalog)
  9. Start-Up (Incentive foraggregation of start-ups, review of deductions for lenders).
