Rome, 16 March 2012: first meeting of the Consulta. Request for proposals for the topics on the agenda

The first meeting of the Consult Permanent of Innovation,  which is intended to represent a permanent discussion table and support for mediation and consultation on strategies and policies for the development of innovation in Italy for all the main stakeholders: institutions, politics, administrations, companies, technology parks, professional associations, universities, research centres, associations and foundations operating in the social sector.

At the first public meeting, the following topics are currently on the agenda:

  • the general approach toagenda digital, also based on the eBook “You put in agenda The future of the Village”, edited by the association and being published with the publisher Garamond in the new necklace We change model, and the priorities set out there (broadband service universal, culture of innovation and programs of digital literacy, common framework on open datesmart cities and smarts community, new national industrial policy- “Italian Way of Doing Industry”);
  •  the opportunity to set up at an institutional level some permanent multi-stakeholder technical tables of consultation, according to the method that inspires the Consult and the same initiative of the States General of Innovation;
  • the need to structure gods change projects for the realization of the standards already foreseen in the CAD.

The Consulta will see as chairman prof. Mario Calderini, adviser to Minister Profumo for Research and Innovation policies, and the participation of parliamentarians from all sides.

Between now and the first days of next week we will collect all the proposals that will be posted here as comments to review and enrich the topics on the agenda.

RedTurtle, member of the first hour, and representative, on the one hand, of the free software communities, on the other, of the entrepreneurial projects (typically, SMEs) of the free software, with the particular vision that derives from having established the community of Institutions Public PloneGov Italia, observes that companies cannot be directly part of the Consulta, which however requires the vision of these stakeholders.
    RedTurtle consequently proposes the establishment of a permanent technical committee on free software, in which voices like ours (and others related to free software) can recognize themselves and continuously contribute to the life of the Association.
    This stable technical committee can be used both as a sensor (reliable witness of the lifestyle of the open source communities, and of the difficulties perceived by SMEs in the free software sector: both elements of innovation), and as an actuator (implement actions of interest, tell other companies about the business model based on reuse and free software, accompany organizations in the community), informing and directing the choices of the Consulta.

  2. The theme of ensuring integrated management of services and growth at the local level, with a multi-channel strategy supported by ICT, is more topical than ever to give new impetus to the territory and to economic and social development. It is not just a matter of approach or of aggregating small municipalities and organizations present in the area. It should become a real strategy adequately supported by the national government and the regions, where local authorities and other local service providers are central players. For this there is a need for infrastructural services (including call-centres, one-stop shops, governance and citizen participation) and good planning of the initiatives deemed to be priorities.
    Through the CEMSDI project, which concerns only one aspect as regards eInclusion in small Municipalities, we have taken important steps to shape the Digital Local Agenda and test the idea of moving towards digital districts supported by a backbone of experts of eGovernment and local development, able to combine IT and telematic knowledge with programming skills and to innovate in services and administrative procedures.
    It is important to understand whether the innovation states-general-network is interested in a strategy that starts from the territory and from the regulatory plans of innovation in which it proposes itself with its own expertise.
