PNRR, employment strategies and policies: training for youth employability

We report the article "PNRR, strategies and policies for work: what training for youth employability", written for the Digital Agenda magazine by Dunia Pepe, researcher at the National Institute for the Analysis of Public Policies (INAPP) and member of the General States of Innovation.

Italy has a great need to invest in the younger generations given that over 3 million young people between 15 and 34 are not employed, do not go to school and do not train. Almost a quarter of the total, the highest share among European countries, observes Valentina Conte in her article on PNRR and youth employability (2021). And the participation of young people in the labor market is 14 points lower than the EU average.
The Recovery Plan it should create 90 thousand places for young people by 2023, out of a total of 750 thousand/one million, to which it will reserve 8.12% of resources equal to 15.55 billion. But there are many unknowns about the impact of the PNRR on the employment opportunities of young people.
