Some actors wish in this respect a<i> \u201c<\/i>regulatory holiday\u201d, arguing that too stringent regulation would limit innovation. Others <i>stakeholders <\/i>they claim<i> <\/i>that the Internet is an essential right that must be guaranteed <i>tout court<\/i> as a universal service<i>. <\/i>In the USA the path taken by the FCC is focused on consumer protection, in the EU the debate is still open on <i>\u201c<\/i>specialized services&#039;, common position on<i> zero ratings <\/i>\u2013 practice of mobile network operators and ISPs of not charging customers for data used by specific internet applications or services through their network -,<i> <\/i>disputes between Telco and OTT, etc.<\/p>\n<p class=\"p1\">Given that the Net has no geographical boundaries, it would be desirable to converge on <a href=\"https:\/\/www.key4biz.it\/net-neutrality-si-scalda-il-dibattito-usa-ue-ma-serve-un-quadro-comune\/\"><span class=\"s1\">common rules in the USA and the EU<\/span><\/a>. An excellent synthesis in this regard is provided by the &quot;<span class=\"s1\">Declaration of Internet Freedom\u201d<i> <\/i><\/span>setup by <a href=\"http:\/\/www.freepress.net\/\"><span class=\"s1\">Free Press<\/span><\/a><b><i> <\/i><\/b>(\u201c<a href=\"http:\/\/www.savetheinternet.com\/how-save-internet\"><span class=\"s1\">How to Save the Internet<\/span><\/a><i>\u201d<\/i>). Basically, in order to guarantee a free and open network, participatory and transparent processes are called for <i>governance<\/i> And <i>policy <\/i>of the internet, with five basic principles:<\/p>\n<ol>\n<li class=\"p2\">promote freedom of expression and the absence of censorship on the internet;<\/li>\n<li class=\"p2\">promote universal access to fast and affordable networks;<\/li>\n<li class=\"p2\">maintain the internet as an open network where everyone is free to connect, communicate, write, read, watch, speak, listen, learn, create and innovate;<\/li>\n<li class=\"p2\">protect the freedom to innovate, choose and create without barriers of any kind, do not block new technologies and do not punish innovators for the actions of their users;<\/li>\n<li class=\"p2\">protect the <i>privacy<\/i> and advocate for everyone to control how their data and devices are being
